Anambra Assembly Passes Two Bills To Open Up Rural Economy

In a decisive move to strengthen rural infrastructure and drive economic growth, the Anambra State House of Assembly has passed two strategic road-related bills.

The bills, the Anambra State Rural Access Roads Development Agency (ASRARA) Bill 2025 and the Anambra State Roads Fund Board (ASRFB) Bill 2025, scaled through after rigorous clause-by-clause consideration at the Committee of the Whole.

The ASRARA Bill provides for the establishment of a specialized agency to take charge of the construction, rehabilitation, and maintenance of Class C and Class D roads, with a clear focus on opening up hinterland communities and improving access to agricultural markets.

On its part, the ASRFB Bill seeks to institutionalize a dedicated Roads Fund that will ensure sustainable, transparent, and consistent financing for the maintenance of rural road infrastructure across the state.
